Department of Agribusiness, Cooperative Development and Food Reserve
The ACDR department has specific roles and responsibilities mandated by the Federal Ministry of Agriculture and Irrigation. These include
Promoting the development of agribusiness: The ACDR promotes agribusiness development in Somalia by implementing programs and initiatives to increase productivity and profitability.
Promoting the development of cooperatives: The ACDR is also responsible for promoting the development of cooperatives in Somalia. Cooperatives are an important tool for empowering smallholder farmers and improving their access to markets, finance, and other services.
MANDATE AND FUNCTIONS
The ACFR Department is led by a Departmental Director General, who reports to the General Director of the Ministry of Agriculture and Irrigation. The department is organized into three Sections
This division is responsible for promoting agribusiness development in Somalia and provides support to farmers, agri-processors, and other stakeholders in the agriculture value chain.
This Section is responsible for promoting cooperative development in Somalia Organizing the farmers into the Comon interst groups (CIGs) and provides support to farmers and other stakeholders in the formation and management of agricultural cooperatives. The Section has several staff members who specialize in different areas of cooperative development.
This Section is responsible for managing Somalia’s food reserves, including the strategic grain reserve and the national food reserve. The division ensures that adequate food stocks are available to meet the needs of the population, and manages the distribution of food during times of emergency or crisis, also promoting privet sector to participate the National Food reserve. The Section has several staff members who specialize in different areas of food reserve management.

The department envisions leading a thriving agribusiness sector that solves food security issues and sustainable economic growth for the country.
MISION
To promote sustainable agribusiness development through the facilitation and designing policies. Programs that deliver to the sector’s actors including small scale as well as large agribusiness.
