The Director General is the chief executive officer, the most senior civil servant, and the accounting officer of a government ministry
The Director General is the chief executive officer, the most senior civil servant, and the accounting officer of a government ministry. Moreover, he is recognized as the Permanent Secretary or the head of an employing authority under the Government of Somalia’s Civil Service Act. He reports directly to the Minister and is in charge of running the Ministry on a daily basis, making sure that responsibilities align with the Minister’s priorities and the policies of the Federal Government. He requires to build a culture that is based on professionalism, respect and integrity to enhance a free conducive environment.
The Director General (DG) of the Ministry of Agriculture and Irrigation holds a critical leadership role, responsible for driving the strategic direction, effective management, and performance of the Ministry. The DG oversees policy development, ensures efficient operations, manages resources, and advocates for agricultural development to achieve national food security and sustainable agricultural growth. The key responsibilities of the DG
The DG provides visionary leadership to formulate, implement, and monitor agricultural policies, strategies, and programs aligned with the national agricultural and food security goals. This involves ensuring the alignment of the ministry’s initiatives with broader government strategies to promote sustainable agriculture and rural development.
The DG is responsible for the overall technical administration of the ministry, encompassing human resources management, effective organizational structuring, and coordination between various directors. Ensuring that all directors work collaboratively and efficiently is a core aspect of the DG’s administrative oversight.
The DG engages actively with diverse stakeholders, including governmental bodies, development partners, NGOs, private sector entities, farmers’ organizations, and international institutions, fostering partnerships that enhance agricultural productivity, promote rural development, and attract investments in the sector.
The DG oversees the planning, implementation, and evaluation of major agricultural programs and projects to ensure they achieve their intended outcomes on schedule and within budget. This includes providing the necessary support for monitoring and evaluation (M&E) activities to enhance accountability and improve project performance
The DG plays a pivotal role in overseeing the preparation and approval of the ministry’s budget, ensuring the optimal allocation and efficient utilization of financial resources. Additionally, the DG holds authority for the signature and authorization of financial expenditures and resource disbursement, ensuring compliance with financial regulations, accountability, and transparency in the use of public funds
The DG provides technical oversight and guidance to various directorates within the ministry. This includes ensuring that technical staff have access to continuous capacity-building opportunities, enabling them to deliver high-quality services and maintain best practices in agricultural research, extension, and irrigation
Representing the ministry at local, national, regional, and international forums is a key aspect of the DG’s role. The DG advocates for agricultural development, secures support for programs, and champions policy initiatives to address challenges such as food security, climate resilience, and sustainable irrigation practices
The DG spearheads the development, review, and coordination of agricultural policies, frameworks, and action plans. This includes engaging stakeholders across sectors to ensure policies are comprehensive and well-coordinated at national, regional, and international levels.
The DG is tasked with reporting regularly to the Minister and other relevant authorities (Deputy and State Minister) on the Ministry’s activities, progress towards objectives, and areas requiring policy attention. The DG ensures that all operations are transparent and accountable.
A significant role of the DG is the responsibility for signing and authorizing financial expenditures. This includes the disbursement of funds, approval of financial commitments, and ensuring that resource allocation aligns with approved budgets and financial regulations. The DG’s signature authority is crucial for maintaining fiscal discipline and ensuring that resources are used effectively to meet the Ministry’s goals.
The Director General is responsible for achieving the Ministry’s vision, goals, and objectives, including promoting sustainable and competitive agricultural market both domestic and international, establishing effective strategy and legislative framework to provide national food security and nutrition. He ensures daily operations and resources are directed towards achieving these objectives. He also supervises and coordinates operations of all departments of the Ministry to ensure operational efficiency at a maximum productivity with minimum effort
