Background of The department

The Human Resource Development (HRD), Commutation and Public Relations (PR) departments play vital roles in fostering employee development, effective communication, and managing external relationships.

The primary objective of the HRD, Communication and PR department is to ensure the development and implementation of comprehensive strategies that align HRD initiatives with effective communication and public relations activities. This integration aims to foster employee development, enhance internal communication, and maintain positive external relationships.

Mandate

The mandate of the Human Resource Development (HRD), Communication, and Public Relations (PR) department is to enhance employee development, effective communication, and managing external relationships in the Ministry of Agriculture and Irrigation, FGS, through

Develop and implement employee development programs, training initiatives, and career advancement opportunities.

Conduct needs assessments to identify skill gaps and develop tailored training plans.

Foster a culture of continuous learning and professional growth within the organization.

Collaborate with departments and head sections to align individual development plans with organizational objectives.

Measure and evaluate the effectiveness of HRD programs and initiatives.

Develop and implement internal communication strategies to enhance employee engagement and alignment with organizational goals.

Monitor and analyze media coverage and public perception of the organization, providing reports and recommendations to senior management.

Create and distribute regular internal communications, including newsletters, memos, and announcements, to keep employees informed of important updates, policies, and initiatives.

Coordinate and support the organization’s internal events, such as town hall meetings, employee recognition programs, and team-building activities.

Establish and maintain communication channels, such as intranet portals, email updates, and collaboration platforms, to facilitate effective information sharing among employees.

Develop and execute public relations strategies to enhance the organization’s reputation and brand image.

Craft and distribute press releases, media advisories, and other relevant materials to communicate key organizational messages to external stakeholders, including media outlets, industry partners, and the general public.

Manage relationships with media contacts, respond to media inquiries, and arrange interviews with key organizational representatives.

Roles and Responsibilities of the Department

  • The Human Resource, Communication & Public Relation department consists of four sections which focus on various aspects of Human Resource Management.
  • Creating work plans and departmental programs that are aligned with the Ministry’s goals for staff development, effective communication, and managing external relationships.
  • Establish and implement the department’s strategic plan, ensuring long-term vision and being aligned with the national agricultural goals.
  • Manages the department’s operations, including providing strategic management, oversight, and overall administration to guarantee smooth operation and the achievement of goals.
  • Enhancing the department’s documentation processes and records management systems, to ensure fairness, transparency, and accountability within the department.
  • Present monthly, quarterly, and annual reports to the MoAI and provide timely updates on the department’s achievements.

  • Media relations: manage interactions with the media, including press releases, briefing, and media inquiries
  • Farmers Engagement: operate feedback channels like helplines to address farmers concerns and gather insights.
  • Crisis communication: respond to emergencies and ensure clear, accurate messaging during agricultural crisis.
  • Public awareness: organize campaigns and events to raise awareness about agricultural practices and MOAI’s efforts.
  • Establish and maintain secure, scalable networks, cloud solutions, and hardware systems to ensure smooth communication and operations across all departments.
  • Commitment to data integrity is backed by robust cybersecurity measures, including encryption, firewalls, and regular audits, safeguarding critical information and ensuring compliance with data protection standards.
  • Maintain the ministry’s website and digital resources, ensuring they are accessible, up-to-date, and engaging for all stakeholders.
  • Collect, analyse, and store agricultural and irrigation data in a centralized repository to enable informed, evidence-based policymaking and resource allocation.
  • Improving staff digital literacy to educating farmers on ICT tools, we provide continuous training to ensure the effective adoption of technology.
  • Setting key performance indicators (KPIs) and conducting regular evaluations, continuously refine ministry’s ICT strategies to meet evolving needs.

Structure department
