Background of The department

The Department of Irrigation, one of the two principal sectors within the Ministry of Agriculture and Irrigation (MoAI), is responsible for managing the sustainable use of water, land, and climate resources in agriculture. Its primary goal is to promote the efficient development and management of irrigation systems, enhance agricultural productivity, and build resilience to climate change. The department oversees the planning, implementation, and maintenance of irrigation systems, analyses soil and agricultural land suitability, and provides weather-related insights to support sustainable agriculture. By ensuring the optimal use of irrigation and water resources, it plays a critical role in improving food security, supporting sustainable agricultural practices, and driving economic growth across the country

Mandate

The department’s mandate spans the formulation of national irrigation policies, laws, and strategies, the development of irrigation master plans, and the efficient allocation and management of water resources. To achieve its mandate, the department undertakes the following responsibilities and functions:

Formulation and reviewing national irrigation policy and strategy in collaboration with the Federal Member states and other relevant stakeholders.

Preparation of Irrigation Policies, Laws, and Master plans for the development of the different river basins for the optimum utilization of Irrigation, land, soil, and water resources management.

Policy and legal framework formulation and implementation to support the sustainable use of agricultural land.

Develop the optimal land use management strategies for better farming in order to achieve sustainable land use;

Select the best land use techniques based on soil types, land availability, and other physical and social data,

Support and help tackle climate change and the sustainable management of agricultural land resources;

Support enhanced use of weather and climate data, weather forecasts, and climate predictions for early warning services,

Provide technical advice on the communication of weather and early climate warning information

Administration of Agricultural Water Management and allocation Planning, design, and supervision of construction of irrigation works Management and monitoring of diversions and use rights to surface and river waters.

Promote modern irrigation technology and the use of agro-meteorological data into crop water requirements

To coordinate the management of staff performance and contracts in the department in liaison with NCSC’s performance management and appraisal department.

To hold regular meetings with the heads of sections to discuss financial, human development, procurement, and operational issues.

Preparation and implementation of harmonized annual work plans in collaboration with heads of sections.

Coordinating the preparation of monthly, quarterly, and annual progress reports.

Delivery management of irrigation water (including planning. design, construction, operation, and maintenance) for projects, estates, private groups, and others.

Monitoring and evaluation of water resources for irrigation and Initiation of an on-farm water control service.

Extending irrigation areas through better management of water and the development of additional supplies.

Providing technical and administrative support and any necessary backstopping for effective management of both the project and the entire irrigation sector.

Preparation of Irrigation Master Plan for the development of the Dawa, Shebelle, and Juba Rivers Basins for the optimum utilization of land and water resources giving priority to the environmental factors.

Prepare short, medium and long term plans for rehabilitation and development of meteorology abilities for Early warning systems throughout the country.

Ensuring the adequate provision of Irrigation, land, and water in sustainable agriculture development and coordinating with Irrigation agencies/partners at National and International levels.

Promote a balanced approach to the use of agricultural land,

Ensuring agricultural productivity in the short and long term through irrigation management and meteorological system practices.

Provides assistance to regional states in developing policies, programmes, best practices, and tools in the fields of irrigation and drainage, soil conservation, drought mitigation, land tenure, water allocation, and improvement of land management.

Promote Integrated land and water management to preserve and enhance the productive capacity of cropland land in different topographical zones.

Checking land issues in agriculture such as misplaced or lost earlier records/documents and providing the necessary assistance.

Verification and registration of Agricultural Certificate documents.

Promote River basin management and flood control

Promote and work closely with local communities to ensure productive and efficient use of Irrigation, land, soil, and water resources in order to meet present and future agriculture demands while ensuring the conservation of the environmental resources.

Roles and Responsibilities of the Department

Department Director

Develop and oversee policies on irrigation, land management, and agrometeorological warnings.
Plan and coordinate irrigation projects for efficient water usage.
Monitor and analyze weather and climate data to identify risks like droughts and floods.
Disseminate timely agrometeorological updates to farmers and stakeholders.
Lead initiatives on sustainable land management and soil conservation.
Secure funding for departmental projects and manage allocated budgets.
Foster partnerships with local and international organizations in resource management.
Build the capacity of farmers and staff on modern irrigation and climate adaptation practices.
Monitor and evaluate the impact of departmental programs and recommend improvements.
Coordinate disaster preparedness and emergency responses related to agriculture.

Head Section of Irrigation and Flood Control

Develop and maintain irrigation systems to enhance agricultural productivity and sustainability.
Design and implement flood control measures to mitigate the risk of flood damage to communities and infrastructure.
Monitor and assess water for irrigation levels, rainfall patterns, and environmental conditions to inform decision-making.
Collaborate with local authorities, farmers, and stakeholders to promote best practices in water for irrigation management.
Conduct regular inspections and maintenance of irrigation and flood control structures to ensure their operational efficiency.
Conduct regular assessments of water for irrigation resource availability and flood risks to inform strategic planning and infrastructure development.

Head of Soil Fertility & Reclamation section

Oversee the assessment and evaluation of soil health, fertility, and nutrient management practices.
Provide technical maintenance of soil fertility across designated agricultural regions.
Develop and implement strategies for soil reclamation to restore degraded land to productive use.
Conduct research on soil fertility enhancement techniques and sustainable agricultural practices to enhance crop yields.
Provide technical guidance and support to farmers and agricultural stakeholders on best practices for soil management.
Monitor and analyse soil quality data to inform policy decisions and best practices.
Facilitate training programs and workshops to promote awareness of soil conservation and reclamation techniques.
Collaborate with governmental and non-governmental organizations to promote sustainable land use and soil management practices.
Generate reports and documentation to communicate findings and recommend action plans for soil fertility improvement initiatives.

Head section of Agro-meteorology and Early Warning

Assess and analyse meteorological data to forecast agricultural weather conditions.
Provide timely and accurate weather forecasts to support farming decisions.
Monitor and report on climate variability and its impact on agricultural practices.
Develop early warning systems for extreme weather events affecting crop production.
Collaborate with farmers and agricultural stakeholders to disseminate weather-related information.
Conduct research on the relationship between weather patterns and agricultural productivity.
Provide training programs for farmers on weather prediction and climate adaptation strategies and capacity-building programs for agro-meteorological data interpretation and application.

Facilitate the allocation and redistribution of land resources to support sustainable agricultural practices.
