The Agricultural Planning and Statistics Department in the Ministry of Agriculture and Irrigation is responsible for providing data-driven insights and strategic planning to guide agricultural development. Its mandate includes collecting, analyzing, and disseminating agricultural data, such as crop production statistics, land use, and market trends. The department develops policies and strategies to enhance productivity, optimize resource allocation, and ensure food security.   • The department is responsible for formulating comprehensive national agricultural development plans that align with Somalia’s socio-economic goals and international commitments, including the Sustainable Development Goals (SDGs) and AU Agenda 2063. By setting clear strategies to improve agricultural productivity, enhance food security, and build climate resilience, the department provides direction for sustainable sectoral growth.
  • The department plays a critical role in collecting, analyzing, and disseminating accurate agricultural data. This includes key statistics on crop production, trade, and market dynamics. By offering regular and reliable data, the department informs evidence-based policy decisions and supports stakeholders in making informed choices.
  • The department is responsible for the development, management, and continuous improvement of the Agricultural Information Management System (AIMS). This system facilitates the collection, integration, and dissemination of agricultural data to improve policy formulation, planning, and decision-making at national and regional levels.
  • Leading the development and evaluation of agricultural policies, the department focuses on areas such as land use, irrigation management, climate change, food security and agricultural trade. It ensures that policies are responsive to real-time data and sector performance, continually proposing necessary adjustments to optimize outcomes.
  • Through robust M&E systems, the department ensures that agricultural programs and initiatives are implemented effectively and achieve their intended objectives. Our Mission

Roles and Responsibilities of the Department

  • Lead the management and operation of the Agricultural Information Management
    System (AIMS).
  • Ensure the secure and efficient storage, management, and accessibility of
    agricultural data.
  • Develop and maintain a centralized database that integrates data from all
    departments of the Ministry.
  • Facilitate data sharing between the Ministry, federal member states, and external
    stakeholders, including donors.
  • Ensure that the data infrastructure aligns with international standards and is
    adaptable to emerging technologies.
  • Oversee the monitoring and evaluation of agricultural projects and programs across
    the Ministry.
  • Ensure the development and implementation of M&E frameworks and systems to
    track performance and results.
  • Provide timely and reliable data on the effectiveness and impact of agricultural
    interventions.
  • Compile progress reports on the ministry’s initiatives to meet national, regional, and
    global targets.
  • Coordinate with other departments and development partners to harmonize M&E
    efforts and reporting requirements.
  • Lead the collection, processing, and analysis of agricultural data, ensuring its
    accuracy and timeliness.
  • Oversee the design and implementation of agricultural surveys and censuses.
  • Ensure compliance with international statistical standards and methodologies for
    agricultural data collection.
  • Maintain relationships with national and international statistical bodies, such as
    FAO and the National Bureau of Statistics.
  • Lead the formulation of the Ministry’s strategic plans, policies, and development
    frameworks.
  • Align the Ministry’s goals with national development strategies, regional
    frameworks (e.g., EAC, IGAD), and international agendas (e.g., SDGs, AU Agenda
    2063).
  • Oversee the preparation and review of sectoral policies and strategies to ensure
    consistency with national priorities.
  • Coordinate cross-departmental planning and ensure alignment of annual work
    plans with long-term strategic goals.
  • Engage stakeholders, including international partners, for policy input and
