Background of The department

The Department is one of the most important and very technical departments of the Ministry of Agriculture and Irrigation (MoAI) and it is responsible for promoting sustainable Crop Production through adaptation of innovative technologies while maintaining a steadfast commitment to environmental sustainability. Somalia’s agriculture sector is central to its economy and food security, employing a large portion of the population and providing staple crops essential for both local consumption and trade. Despite challenges such as climate change, pests, and limited infrastructure, the department works to enhance agricultural resilience and productivity.

Mandate

 

The Crop Production Department in the Ministry of Agriculture and Irrigation is responsible for enhancing agricultural productivity and ensuring food security through the development and promotion of sustainable crop production practices. Its mandate includes improving seed varieties, implementing modern farming techniques, managing pests and diseases, and optimizing irrigation systems. The department supports farmers with technical assistance, research-based solutions, and access to resources, fostering increased yields and resilience to climate change while contributing to the nation’s economic growth and food sustainability.

Identification, development and application of modern technologies leading to improved production of safe and nutritious foods.

Collaborate with national and international stakeholders through planning to address bottlenecks issues in crop production, such as climate change, market access, and food safety.

Promote sustainable crop production through development of educational materials, demonstration plots and farm field schools approaches.

Support the development of drought and disease resistant varieties.

Provide technical assistance, advisory services and improved farm inputs to the producers.

Carryout outreach activities to raise public awareness on the importance of sustainable crop production and its role in promoting economic development and environmental sustainability.

Organizing and conducting training programs and workshops for farmers and extension workers on various crop production techniques, including the use of new technologies and innovative approaches.

Enhance harvest and post-harvest management by improving improved storage and processing facilities.

To improve income and employment among farmers by promoting horticultural crops gain more income.

Roles and Responsibilities of the Department

  • The Human Resource, Communication & Public Relation department consists of four sections which focus on various aspects of Human Resource Management.
  • Creating work plans and departmental programs that are aligned with the Ministry’s goals for staff development, effective communication, and managing external relationships.
  • Establish and implement the department’s strategic plan, ensuring long-term vision and being aligned with the national agricultural goals.
  • Manages the department’s operations, including providing strategic management, oversight, and overall administration to guarantee smooth operation and the achievement of goals.
  • Enhancing the department’s documentation processes and records management systems, to ensure fairness, transparency, and accountability within the department.
  • Present monthly, quarterly, and annual reports to the MoAI and provide timely updates on the department’s achievements.
  1. To assist the Department of Crop Production, Ministry of Agriculture & Irrigation, FGS, in coordinating and monitoring the Oil Crops Development Programmed at the national level by submitting compiled monthly progress reports on the implementation of oil crops.
  2. To assist the Department of Crop Production, Ministry of Agriculture & Irrigation FGS, in planning, formulating, and implementing crop programs to increase the production and productivity of five (5) oilseed crops and expand the area under oil crops through focused interventions.
  3. To function as the ‘eyes and ears’ of crop production for all oil crops grown in the assigned regions
  4. To report regularly to the Department of Crop Production, Ministry of Agriculture & Irrigation, on weather and crop prospects of oilseed crops in the country.
  5. To regularly visit to review the performance of seed hub implementation, breeder seed production, and cluster demonstrations in assigned regions.
  6. To study and analyze trends in weather, crop area, production, and productivity through periodical progress reports.
  7. To assist the Department of Crop Production, Ministry of Agriculture & Irrigation in setting production targets.
  8. To represent the Department of Crop Production team in assessing the situation in the wake of natural calamities such as drought, heavy rainfall/floods, etc. in the assigned regions.
  9. The Oil Crops Development section is actively involved in formulating schemes such as preparing plan documents for oil crop schemes and identifying potential areas for oil crop cultivation in Somalia.
  10. To perform any other tasks assigned by the Department of Crop Production (Oil Crops Development) on a regular basis.
  1. To provide policy support, financial assistance, and technical guidance to promote the production and marketing of fodder and industrial crops.
  2. To develop new varieties of fodder and industrial crops those are high-yielding, disease-resistant, and well-suited to local growing conditions.
  3. To deliver training programs, workshops, and field demonstrations to educate farmers on best practices for fodder and industrial crop cultivation.
  4. To produce and distribute high-quality seeds of improved fodder and industrial crop varieties to farmers.
  5. To provide farmers with access to inputs, equipment, and technologies to enhance the productivity and profitability of fodder and industrial crop production.
  6. To represent the interests of farmers and facilitate collective actions, such as group buying of inputs or joint marketing of products.
  7. To create demand for fodder and industrial crops by promoting their nutritional value, processing potential, and market opportunities.
  8. To offer loans, credit, and insurance products to support investment in fodder and industrial crop production.
  9. To ensure that fodder and industrial crops meet quality and safety standards for both domestic consumption and export markets.
  10. To choose products made from sustainable and responsibly-produced fodder and industrial crops, supporting farmers who practice good agricultural practices.
  1. To develop and implement strategic plans for horticulture development projects, ensuring alignment with organizational goals and objectives.
  2. To oversee the planning, construction, and expansion of horticultural development projects, ensuring adherence to quality control measures.
  3. To provide accurate and well-organized horticultural information for decision-making, contributing to policy and strategy formulation.
  4. To monitor the implementation of horticulture-related policies, standards, and practices, ensuring alignment with development objectives.
  5. To supervise the adoption of technologies and best practices in horticulture, promoting innovation and efficiency.
  6. To engage stakeholders in resource allocation and program implementation, fostering collaboration and knowledge exchange.
  7. To ensure regulatory compliance and monitor the horticulture development budget to optimize financial resources.
  8. To cultivate a skilled workforce through training programs and professional development initiatives.
  9. To empower staff within the horticulture development section through performance evaluations and leadership opportunities.
  10. To facilitate collaborative decision-making processes through committee establishment and stakeholder engagement to drive horticulture development success.
  11. To assists in the preparation of annual work plans and budgets, as well as quarterly and annual reports.
  • To formulate policies related to the production, processing, and marketing of cereals and legumes.
  • To conduct research on improving the yield, quality, and resilience of cereal and legume crops.
  • To provide technical assistance and guidance to farmers on best practices for cultivating cereals and legumes.
  • To establish quality standards for cereals and legumes and conduct inspections and certifications to maintain the quality of cereal and legume products.
  • To represent the Ministry in meetings, conferences, and forums related to cereal and legume production.
  • To facilitate market linkages for cereal and legume farmers to access domestic and international markets.
  • To promote sustainable agricultural practices in cereal and legume production to preserve natural resources, and implement measures to mitigate the impact of climate change on cereal and legume crops.
  • To develop annual budgets for the cereal and legume section and allocate resources effectively.
  • To advocate for the interests of cereal and legume farmers at the national and international levels.
  • To compile reports on the performance of the cereal and legume section, including production statistics, challenges faced, and achievements.
