The Ministry of Agriculture and Irrigation (MoAI) of the Federal Government of Somalia is mandated to formulate policies and regulatory frameworks, standards, strategies, and plans for agricultural transformation, and improve food systems, develop the national food security, livelihoods, irrigation infrastructure, and the overall development and leadership of productive sectors in Somalia

Somalia, with its vast land mass of 8.9 million arable fertile lands, dynamic human capital, water resources, and long coastline, is one of the top 10 sesame-producing countries in the world. Agriculture and productive sectors contribute 70% of the country's GDP and over 80% of employment, with potential for many crops including banana, lime, legume, fruits, vegetables, and date fruit production. Somalia also has ten quadrillion litres of water stored underground with an annual recharge of 12 trillion liters, and three rivers (Shabelle, Jubba, and Dawa) with a total length of 2500 km and an average yearly rainfall of 400mm

The agriculture and productive sectors in Somalia encountered significant challenges as means of climate shocks including droughts, floods, exotic and transboundary pests, desert locusts, limited infrastructure, inadequate access to farm inputs and markets and extreme insecurity

To seek responsive solutions, I conducted needs assessments on the ground by carrying field trips in the FMS with direct observations and consecutive dialogue with communities and farmers. After that, we achieved to reform the Ministry by re-structuring it, surging new institutional capacity and establishing various laws and policies, and we developed 4 (four) strategies with their action plans and 4 (four) initiatives, namely

It gives me great pleasure that I exerted great efforts to lead Somalia’s agriculture and agriculture sectors as the Minister of Agriculture and Irrigation at the Federal Government of Somalia, steering to transform the country’s food systems and food security patterns, and thereby to contribute to the national prosperity

Four Strategies

  2. National Food Security, Food Systems and Resilience Strategy and Action Plan
  3. National Irrigation Strategy
  4. National Strategy for Climate Change Impact on Agriculture and Action Plan

Four Initiatives

  1. Beero oo Barwaaqee Soomaaliya (BBS) initiative
  2. Establishment of the Center for Innovation and Agropreneurship Development (CIAD)
  3. Empowering Women Farmers through Climate Smart Agriculture Initiative
  4. Agriculture Sector Coordination Initiative
We also developed a summary of strategies comprising our 15 strategic priorities of the 10 departments of the Ministry of Agriculture and Irrigation.

During my tenure, I will particularly focus on key priorities that we have set for the ministry to enable us to promote modern Agriculture transformation capable of providing sufficient locally grown and nutritious food and contribute to the economic prosperity of the nation.

 Beertada Beero oo Barwaqee Soomaaliya (BBS) is my first crucial initiative with comprehensive and investable projects to transform the lives and livelihoods of Somali communities by shifting them from a nomadic lifestyle to a more sedentary mixed farming with technology in intensifying production.

 To unlock Somalia’s agricultural potential, and to implement the National Transformation Plan, I am ambitious to increase agriculture production, develop the irrigation sector, research and climate-smart technologies, transform food system pathways and empower women and youth.

Finally, I would like to assure all stakeholders in the agricultural sector from farmers, traders and consumers that we are committed to offering our utmost service to end hunger & malnutrition and feed the nation amidst numerous natural and man-made challenges, and then feed the world through trade
