This assignment involves supporting a government-led restructuring of the Extension System through (a) development of a Comprehensive National Extension Policy aligned with MOAIFG Strategic Plan and the National Development Plan (NDP), (b) development of an Implementation Plan with the view of building synergies with the donor-funded programs, and (c) strengthening the institutional and human capacity within Department of Extension at federal and State Level. The successful candidate will provide strategic-level advice to MOAI, provide management support required to allow the Director General to oversee strategic planning and program implementation under other Directorates: Crop Production, Plant Protection and food security. The successful applicant will be expected to work with and through the Department of Crop Production, and to progressively transfer skills, expertise and knowledge to them. This position does not involve management or line responsibilities but is expected to serve as Focal Point for coordination of externally-funded programs. Duties and Responsibilities The individual would be responsible for the following activities:  In consultation with MOAI leadership, develop/strengthen the policy formulation capabilities of the Ministry.  In collaboration with Agricultural stakeholders strengthen institutional capacity and technical capabilities of MOAI and in particular the Department of Crop Production enabling it to fulfill its/their mandate of establishing policy and strategy frameworks and facilitate the planning processes for program identification, formulation and implementation.  Support the process of development of the Ministry and management capacity of the departments to perform prioritized public sector functions.  Support the strengthening of MOAI-Department of Crop Production in planning and implementation capacity, including the ability to mobilize donor resources and coordinate implementation arrangements among partners/stakeholders in delivering Extensionservices.  Conduct needs assessment/baseline assessment and develop a capacity building and training plan for Member states Directorates.  Participate in monitoring the progress against agreed plans, propose corrective actions and contribute to the production of regular reports to the MOAI-Crop Production Director.  Provide advice and consultancy, including mentoring, to MOAI-DG, Departments, Member State line Ministries and partners.  Provide professional advice in the establishment off FFS schools to enhance national agriculture knowledge and capacity for the famers of the country.  Support the development and completion of the inventory of all farmer unions around the country.  Support the Directorate in sustainable increase in production and productivity of crops, cereals, vegetables and fruits of Somali farmers through providing inputs, delivering services and improved research for livelihood and food security at national level. Deliverables:  Develop “Comprehensive National Extension Policy”, in consultation with the MOAI, Member State Ministries, Other line Ministries and international development partners, taking into consideration the past experience in Somalia and the successful and sustainable Extension models of countries of the Region  Develop an “Implementation Plan” for the National Extension Policy including modules for (a) Extension Database/Baseline, (b) Communication and Mass Media, (c) Farmers Call Centers, (d) Postgraduate Training for Extension Officers  Develop a Concept Note on MOAI-WFP-FAO Collaboration  Develop a Professional Development Plan for MOAI by building linkages with the agricultural faculties in Somalia and Regional universities and curriculum.  Bi-Monthly Technical Reports. Qualifications and Experience: The Agriculture Extension Policy Adviser – national would have the following:  Master’s degree in any field of agricultural sciences from a reputable university isrequired.  A total of 10 years’ experience in research, regulatory, program management, policy formulation, monitoring and evaluation of agricultural development in the international context with at least 7 years relevant experience required.  Experience in institutional capacity building, policy and program management and implementation with Somalia Ministry of Agriculture and Irrigation  Demonstrated history of providing training, coaching and mentoring to local counterpart staff a plus;  Proven record of policy formulation through a consultative process;  Excellent communication and interpersonal skills;  Proven ability to work in harsh environments and experience in working in post war reconstruction context would be an asset;  Somali expatriates are especially preferred for this position.
